The first tip is after your ceiling light bulbs are completely cool, use a dry microfiber cloth to wipe down the bulbs. Then if your ceiling fan has glass globes, detach these and wash them in warm soapy water.

Another tip is when you clean your ceiling fan blades, use a pillowcase. Take an old pillowcase and spray lightly the inside of the pillowcase with either an all-purpose cleaner or a solution of equal parts water and vinegar. Then cover a blade with the pillowcase and pull the pillowcase towards you as you wipe the blade. This will trap any dust inside the pillowcase instead of dust falling everywhere. Next, if needed, use a microfiber cloth to wipe down any remaining dust or debris.

The last tip is to try to clean your ceiling fans at least twice a year. You could do this in the spring and fall, and then this too will reduce the amount of dust buildup and mess.
